Eng. Khaled M. ABBAS

Khaled M. ABBAS is the Chairman and Managing Director of The Administrative Capital for Urban
Development since September 2022; the company that was established following the
Presidential decree No. 57 of 2016 which stipulates the allocation of the lands to the south of the
Suez Road for the development of the new administrative capital of Egypt. With the objective of
contributing to the urban expansion and deepening the role of the new administrative capital in
the Egyptian economy, Khaled adopts a strong commitment to provide a decent life for all
Egyptians by developing a smart, green, and sustainable city that serves the state’s shift to global
civilization through policies, practices, and innovations. His responsibilities include key practical
and administrative priorities related to energy efficiency, smart utilities, green buildings, as well
the management of the city functions and operation. Carrying 30+ years of experience, Khaled
was a nominee in the 2020 most influential individuals in the MENA real estate industry.
In 2018, Khaled was appointed by the Egyptian Prime Minister asthe Deputy Minister of Housing,
Utilities and Urban Communities for National Projects. Despite having faced challenging Covid19 and post COVID-19 years, establishing sustainable and smart new cities remained his
paramount priority. During his tenure at the Ministry, Khaled played an instrumental role in
visualizing development strategies, creating investment opportunities and building sustainable
approaches that are aligned with the state’s 2030 vision on social, environmental, and
economical dimensions.
Khaled is a Board member of the Egyptian Federation of Construction and a Board member of
the Social Housing and Mortgage Finance Fund. His footsteps in drawing the national plan for the
urban development strategy of Egypt 2052, achieving the Ministry’s mission in the execution and
delivery of social and middle/upper class housing units, and leveraging housing financing streams
cannot go unnoticed. Moreover, contracting with major construction companies and negotiating
with international banks to fund mega projects are achievements of substantial impact to the
successful completion of these projects. Khaled is a “Top Achievers” Award Winner during the
eighth session of Amwal Al Ghad portal Awards for the year 2023, which comes as the icing of
the cake to his distinguished efforts since he took over the chairmanship of the Administrative
Capital for Urban Development.
He builds on a strong foundation and track record in strategic planning, crisis management, total
quality and project management and marketing. “Top Achievers” award winner in the 8th edition
of Amwal Al Ghad Ceremony 2023, Khaled knows that excellence is a journey, not just a
destination. This perspective inspired him to develop, inspire and mentor hundreds of future
construction experts. He brings this same dedication to his work with the industry leaders as they
